Against the law. Puerto Rico is pretty conservative when it comes to that. There is a beach on the El Conqustador's private island that is clothing optional. That's about it. What's conservative is the laws. Most Puerto Ricans won't mind, but because the law is in place it seems that way. That's maybe an hour away from San Juan. Keep in mind that you cannot just go nude or topless to any public beach. What you said can make people think that you can take off your top and nobody will care. That's not true and you are likely to get in trouble.

Are there topless beaches in San Juan? About 2 months ago, directly in front of the Intercontinental Hotel. One young lady topless with another who wasn't, probably her mom. Was topless all time she was on the beach chair,in the beach area. About one month ago in Isla Verde beach , not in front of the hotels but in front of the condos. Two girls topless, were there about 2 hours relaxing and tanning close to me and my girlfriend. Today, again at the beach area in front of Intercontinental Hotel. A lady in her 30's, topless all time. I was walking, saw her and she was still there an hour and a half later, alone, topless and without any kind of problem.
I know the culture of PR does not condone topless on any public beach or publicly accessible beach. But are there any hotels with a private or semi-private beach -- or even their own hotel pool -- when you can be topless? Palomino Island at the El Conquistador. Some Condos and cottages a very private.
Are there topless beaches in San Juan? All beaches in Puerto Rico are public beaches and I don't know of any toplessd beaches. A lot of topless women frequent the two gay beaches, one in Condado in front of Atlantic Beach hotel and in Ocean Park in front of L'habitacion.
